In any case, the article isn’t about assigning blame, it is about practical recommendations for a policy of deterrence against future Russian actions.

I agree with Mr. Putin only in his assertion that the Security Council id the sole authority to authorize the use of force; barring that, or NATO airstrikes on Russia, Mr. Putin is in the wrong, no matter how you paint it.

Finally, I am pro-American and pro-NATO; I am happy to recognize their weaknesses, their stupidities, and their follies; but I will still support the Western democracies through thick and thin. I have never claimed lack of bias in this regard. If you want the other point of view, their is always Pravda: I read them, and they make no claims to being unbiased either.
