America’s relations with our southern neighbors have usually been less than cordial. Since the time of the Monroe Doctrine, we’ve viewed Latin America as wards under our care; and poor guardians indeed have we been. The region is all grown up now and emerging as one of the most vital and dynamic regions of the world, fulfilling the promise made in 1804 when the slaves of Haiti freed themselves of France and anticipated the wave of revolutions and independent republics that would sweep across the continent.
